The lack of effective coordination between government agencies such as the Department of Disaster Prevention and Mitigation (DDPM), the Ministry of Interior, and the National Broadcasting and Telecommunications Commission (NBTC), as well as private telecommunications providers, results in unclear directions and procedures during emergencies.
The Cell Broadcast system, which can send messages to all mobile phones simultaneously without requiring subscriptions or fees, should be fully implemented. This system is fast, covers wide areas, and works even when the mobile network is congested. However, it currently does not fully support iOS users, as it requires software updates from Apple.
The Ministry of Digital Economy and Society (MDES) mandates that all SMS senders must register with network providers and provide message details and links. This measure aims to prevent fraud but adds complexity to the system.
Telecommunications providers have been continuously developing and upgrading their networks to support emergency alert missions. However, further enhancements are needed to ensure maximum efficiency in alerting the public.
The Cell Broadcast and SMS systems are still in the testing phase and require improvements to be fully effective in emergency situations.
